I was looking through my car packs and saw that the Duracell pack was free so I downloaded it and bought all the cars and fully upgraded them. Now it’s saying that the cars are still in my garage but I have to pay for the pack. Please can I have some help with this matter

Upon initial release, there was an error with the pricing of the Duracell Car Pack. As a result, Microsoft adjusted the Marketplace price and has used its reserved right to charge users for paid content obtained during the pricing issue.

In short: you have to pay like everybody else.
