How do you unlock the Forza Motorsport and Forza Motorsport 2 Driver Gear in Forza Motorsport 7 ?
They were loyalty rewards. You receive Forza 2 driver suit by being tier 10 and original Forza driver suit by being tier 11 in Forza Hub upon starting the game for the first time. There is no way to unlock them after that.

To unlock those driver gears, one would have to be at tier 10 for Forza Rewards to get the FM2 driver gear and tier 11 to get the FM driver gear when he or she receives their loyalty rewards when playing FM7 for the first time. Given that one does not get driver gear nor badges for reaching a higher Forza Rewards tier after having played FM7 for the first time, there is no way for us to get them after getting the 1 time loyalty rewards.
So I can’t delete the save and start over to obtain these suits ?
nope you would lose all your suits that you have now if you did that
they only get sent once and at what tier you are at when you very first start FM7, so deleting and restarting wont change that anyway
