I can’t give you a guide but I can give you some notes:
Personally I feel it’s better to understand the philosophies and fundamentals of car behaviour rather than simply finding the “optimal range” for each setting. Once you have a better understanding of how a car behaves and reacts to your input you can better predict and analyse the changes you make.
Learning what each setting and adjustment does is very beneficial just like what PJT said. There is a “range” to some extent that works as a base for most cars however when you get an oddball car like the R.S.17 or GT2 RS, it’s best to know the ins and outs as those cars require unique tunes.
Drive a Civic, an M3, a WRX, a 911, a 458 and a Huracán. Those are the most important archetypes in the game. See what you like best, see how it can be improved according to your feel, and then read the guide.
Most cars have obvious issues. The guide only points you in the right direction.
Tuning and building are separate topics.
You can be the best tuner but if you can’t build, you’ll be off pace. You can be the best builder and outrun the best tuned cars that are not built well more often then not.
What you need for a good build is an understanding of what types of tracks you are planning to use the car and what class. Class will determine whether your goal is feasible due to build limits and the track will determine how much grip vs raw power vs acceleration you need.
For a detailed example, ask the tuning garage for help in building a car for a few different types of tracks. There’s so much variability in how to build a car and even then certain types of cars require different approaches.
Just in case you are new: the first thing to learn is how to drive (slow in-fast out is the most useful topic to google), and then how to drive consistently.
You have to search for what makes sense to you. The best info I have found comes from real world drivers/builder/tuners. Look up one part at a time and learn just that. As you progress you’ll begin to notice the interactions between parts and you have to adjust how you tune. In the beginning you will use one part to mask deficiencies in another part. If you stick with it you will really respect the knowledge and your own efforts.

You can find a base tune for FWD, RWD, AWD. The M4 is pretty sticky for a RW. FW maybe the Integra R and for AWD the Superleggera. You dont have to carbon copy those tunes but its a nice starting part. Lots of test drives to fine tune it though.
