Total club XP divided by # of club members = average XP, i.e. LB position?

I’m not quite sure what you mean. I think the current club leaderboard position is based on the cumulative club XP earned by all members.
Do you mean like a leaderboard for your position within the club? That is what the tiers were for I thought?

It’s based on total club XP right now. I’m suggesting they divide that by the number of club members, so LB position would reflect a club’s average XP per member. This would equalize the clubs and give smaller clubs a chance.
Oh, that makes a lot more sense. Sounds good, you could have a total XP, and average per member XP leaderboards…
