Clothing vouchers?

Hi. Today I discovered that we have 3 clothing vouchers that we can use on rare clothes. I’m wondering where else we can get or buy such vouchers?

for example:

I finally found where clothing vouchers are mentioned. The description for the the Welcome Pack says 3 one time grants for any Common or Rare clothing item.

The Hohloma flats are Legendary. In the name of Science you need to see if they can really be unlocked before I pay for the Welcome Pack.

those Hohloma Flats have never appeared; the only way to have got them was to ask for them as a reward for the picture competition they did a year or so ago, where entering was all that was needed

I bought the Welcome Pack and was able to unlock the Legendary Hohloma flats!
Now what to do with the other two wishes? Maybe the Sombrero.
