This isssue has persisted since the first Forza Motorsport on the original Xbox, despite a small model change for Motorsport 5. The RX-7 Spirit R also shares its model with the standard RX-7, with identical issues. GIF comparisons showed below do come from Horizon 5, however a side-by-side look at models in both games proves that the model is completely unchanged.

Also, you should bring up the 2004 Honda Civic, Toyota Trueno, 2003 VW Golf R and 1999 Evo! Let me vote for those, too!
What’s even more worse is that the base RX-7 FD didn’t even have a stock factory rear wing ever since the very first Motorsport.
And here’s GT7’s RX-7 FD model. They only have it as the Spirit R.
It’s a shame that the Spirit R is also inaccurate in FM, as its return in FH4’s Car Pass is never remodeled. Instead, they reused its X360 model and upscaled it to have openable hinges and a detailed Engine bay.
