Have just had the latest Forza 7 update, I looked at Car Collection and it is telling me I have to buy another Car Pass, we haven’t had 6 car packs yet.
It still says I have VIP content
Can someone help?
Just noticed the same thing for me as well
That happened to me I was able to collect all the cars except the Kia, kept saying I need to buy the carpass. Solved by just turning off my Xbox and then turn it back on and then the car was there for free.

You don’t collect the cars in the DLC page. If you have the Car Pass they just show up to buy on The FREE tab. If they are not there, just reboot the game and they should show up.

If you read his post he was trying to collect them from the ‘Car Collection’ screen, which should also work. and not the Marketplace.
Still happening to me after powering off Xbox. Can’t download the 2cv or Elise GT1.
Now we need an update to fix issues with the latest update 
Resolved. Third times a charm. Can now download cars
