I went to get the 2 new cars but when I click on Ferrari FXX it says it’s unreleased. They are listed under 11/29/2018 it is 12/07/2018.

have you properly restarted your pc or console lately and not just off and on
try restarting console from the xbone settings screen
On Xbox and I’ve done all the updates and I haven’t had my xbox on in 2 weeks 
I’m having the same issue, found a ‘fix’ :
Pause the game → search for the car pass in the game menu → marketplace opens → ye needy re-install the carpass → dilly ding dilly dong you can add the cars to your garage.
I have to to that every fortnight but at least it works ahah.
I’m having the same issue. The only difference for my situation is that I purchased the FXX, Nissan Sentra, 959 Rallycross, and the Vauxhall Turbo all about a week ago. I don’t have internet at my place so when I left back for home and set up my Xbox, tried to get into the FXX, it hit me with “this car is DLC that you have not already purchased”, giving me only two options. One was to go to the Marketplace (assuming to buy the DLC) or I could remove the car from my garage.
I had the same issue in FH3 a few months ago. That time, I checked to make sure I had all the car packs installed, which I did. Long story short, I ended up setting my only Xbox to my “home Xbox”, restarted, and boom, no issues since then. However this new issue with FH4 came up just yesterday. I started wondering if I had to, yet again, set my Xbox as my “home Xbox” again. It didn’t make much sense at the time but I figured if that were the case, it should do the same thing in FH3. I started FH3 up… no issues whatsoever.
So then I figure I’ll check my DLC packs even though I know for a fact I have everything installed. I open the game manager menu, and everything is installed… except for the car pass. Now, I don’t know if the car pass for FH4 is a literal software DLC (because in FH1, 2, and 3 it is) and I also noticed that I had some individual car DLCs installed. It was the first four cars on the DLC list (I think the Agera RS, the Austin Healey, etc). So I thought to myself, hmm… maybe I can only access those cars.
Sure enough, those were the only cars I could access outside of the DLC menu (which were in my garage). Every other DLC car I’d purchased didn’t have its matching DLC file installed. I’ve yet to try it, but I’m pretty sure you have to have every single 10mB car DLC file installed to access them offline. With at least 42 cars coming in total, and surely more with the two expansions (hopefully they’ll be embedded in the expansion DLC file itself and not separately), that comes out to 4200mBs in total just for the car pass.
So if you’re a majority-offline player like myself, be sure to install every individual car DLC that you want to access. Like I said, I’ve yet to try this but it’s honestly looking like the solution. If anyone else can vouch, let me know.
