You have to go to the ‘Buy Cars’ menu and buy the cars from their respective manufacturers. If this is not your problem then I’m not really sure.

Yes. You have to go in and buy the car with credits in “Buy Cars”. Spending real money on the car just unlocks the DLC car or cars, depending on what you paid for. The angled red ribbon across the top left should be gone now for the car you spent the money on and downloaded.
