Since the Top Gear update has landed, I have lost the ability to host events and races. Trying to do so results in an immediate “An event failed to start” message. I can still join them but cannot host my own. What gives?

I have the same problem and a few other friends, too. A few guys reported the same issues via official Forza Discord channel.

00:01:00 - Have joined my own event via the map. Team mate, too.

00:02:20 - Take a look at the map. Me, as host, gets the original Horizon Route, while the other player gets the right race track (Inception 58829567).
00:03:00 - Player 2 is on the road on the right racetrack
00:03:30 - Disconnected because of inactivity.
00:05:45 - Bonus: Take a look at the “Inception 58829567” map, compared to the Horizon route
This happenes everytime when i try to start a PVP event (with and without colony). Problem occurs with custom events and also with horizon events.
Problem occurred since the last update (Xbox 1.317.24.0).
Network: no problems. my network is awesome 
i play FH4 since November '18. Since then there have been no changes to the network or hardware.
Problems with other games? Nope.

Workaround suggested by Playground Games in the Discord channel:
“If you start an event, and get an “Event Failed to Start” message, your event will still appear in the Activity Panel (LB to open) - you can then join your own event, and appear to be added back in as the owner. You then look for other players and can race as normal.”
ManteoMax, yes that workaround no longer works since update 11. Tested multiple times with different convoy leaders. It’s definitely broken.

As mentioned in the Discord (but just posting here in case others come across the thread) - We are currently looking into this further and why the workaround only seems to work for some players.

Yeah that workaround works sometimes, but rarely. We already thought of it.
it is amazing that in 6 posts there is help for moderators in 2 of them, and in multiple threads from people that can’t even start the game there is no word from them. I guess if you can’t start the game you don’t matter. How about helping those people.
How about those people open support tickets to get official support

If you had read, a lot of them did open tickets, including myself. They either get no response or what they are told doesn’t work. I know the mods aren’t support staff, but they have communication with them to pass the problems on. My game works, not like it should, but other people’s games do not and they should be getting help. Some other gamers are posting things to try and help, but they don’t always work for them. The fix needs to come from PG, T10 or Microsoft. They paid good money for a product that isn’t working and are being ignored.
it should not be necessary to open a support ticket for a game-wide issue
all support tickets do is tuck the issue away so they don’t need to address it
I know exactly where they broke it too that fix they applied for the co op nobody bothered to test if it broke anything else

Posting here then since my own thread on this got closed.
We were racing fine, and yes, I guess around the Top Gear patch, my friend and I couldn’t join co-op or pvp events anymore.
Convoys are fine, but starting races gets you into an endless loop of “joining”, “allocating”, “creating”, etc.

Also opened a ticket on this but haven’t heard anything yet.
Won’t be able to try the “workaround” until next week, but hope an official patch is released by then.

I have been getting the same error. At first I thought it might have been something i recently installed (python, jupyter notebook, etc…), but following the Xbox support forum to ensure Teredo is enabled got me nowhere fast. Full network functionality otherwise and free-roam has no issues. Roommate doesnt have any issue joining an event but cant start one. Both on PC platform. Even tried reinstalling the game… no success.
I hope u solve this issue ASAP… and not just “fix the workaround”, 'cause it’s insane that, from a couple of days, I can’t play anymore with my friend… today we wasted 1h of our time trying to make it work… without success… we have the same exact problems… it’s just broken, i LOVE this game but this types of bugs are unacceptable… we spent 40€x2 on this game and enjoyed it for a month or so, and now we can’t play it anymore together? Fix this please… one thing is a minor bug or a glitch, but if the entire online (or at least convoy) system is broken, is unacceptable

I stopped because of this bug, back around February. The game had been out for roughly 5 months, and my friends and I still couldn’t connect and race together. I thought I’ll give it a few months, and hopefully these bugs would be fixed. Loaded it back up a couple days ago and what happens? my friend and I try for 3 hours and couldn’t even get 1 race going.
we never had these problems with FH2 or FH3.

My experience with the bug has been even weirder: my friend and I can pretty consistently start ONE race together…and then matchmaking breaks. It’s actually more frustrating than totally broken would be.
Its like they are no even caring about this Problem. Its like this for almost 2 weeks and theres still no fix AT ALL?! I will stop playing until they just fixed this issue. How hard can it be to fix that? Seriously!?! Dissapointing!

I have the race issue when launching my own blueprints races…
Always have the Event Failed to Start ,then i use the RB button, but then the game automaticcaly offers me to race with only 1 player…
how ot fix it?
Same here… regularly played the game with friends from the launch, no problems joining convoys and doing events, now it’s almost impossible. I think the problem started after the Top Gear update.

Also, it’s been two weeks since I filed a support request (43580)… how long do you usually have to wait to get them answered?
