Did you see the car wishlist thread? It’s stickied in the front of the FM5 forum page.
Just because. I’m sure it’s nothing personal with the car, it just hasn’t been included like so many of the other vehicles that have existed throughout history.

Really? There’s tons of cars that haven’t been included and the game does tend to focus on track racing. Most of the time, even in production car racing and such, you rarely see Honda Accords.
If it’s something you’d like to see in FM5 or FM6, please pot in the Wishlist thread found here.
Probably the same reason why the Nissan Altima hasn’t been in the game since Forza 1.
Secondly, why? Not getting enough of driving your Accord in real life (if you own one)?
