Next theme of Horizon is High Performance Dailies. I think this is the highest performance daily so far. Designer of the car himself stated it’s meant to be daily driveable.

The Jesko was publicly unveiled at Geneva in March of 2019 and added to FH4 in December of 2020.
The Tourbillon was announced last month.

Well we already know how exterior and interior of Tourbillion looks, the specs are available too, why not?

Because it can take around 3 months to properly model a car for the game.
That’s not including the time and money it takes to somehow convince Bugatti to give you access to one of their prototypes, then fly to their HQ, then fully 3D Scan said prototype and record Audio (assuming they’ll even let you start it) and then take all that data back to the studio and send it off for modelling and programming.

Is it really the minimum it takes to make a car into FH? As for sound they already made it public. And if youtubers can access the prototype, why not the game devs?

Can take more or it can take less depending on the complexity of the car and its model implementation into the game.
Giving a YouTuber access to the car for free marketing isn’t the same as negotiating a legal contract with a game developer to implement it into their game, teams of lawyers and accountants don’t need to be involved when a YouTuber comes to look at stuff.
Sound can’t just be ripped from YouTube videos or the website either as it’s too low quality (and can create legal issues with its usage), it has to be properly recorded or synthesized from existing recordings.

Well I don’t think devs will have any issues with lawyers since they already made all modern Bugatti’s. Plus game implementation is also a great marketing

The last Bugatti model we’ve gotten was the Divo which was added to FH4 back in October of 2019 (or the Lego Chiron in February of 2020 if you really want to count that).
It’s been 5 years since we saw a proper new Bugatti despite them still producing newer variants of the Chiron like the Pur Sport or Super Sport, that’s not to mention some of the other special models they’ve made such as the Mistral or Centodieci.
Looking at the above I’d say the current situation regarding the relationship between T10/PGG and Bugatti is more difficult than it is with many of the other hypercar manufacturers.
I know for a fact that Ubisoft/Ivory Tower have a significantly better relationship with Bugatti due to both companies being French so I wouldn’t be surprised if The Crew Motorfest is given priority access to the Tourbillon over other game studios.

I will disqualify this Sports Car as a daily because it only has 2 seats a daily must have 3(for a single child family) to 5 seats I will also disqualify Vans because there are no High Performance Vans

That car was scanned on the roof of T10Studios in early 2019 (Source: the legendary John Schommer, king of Thursdays) and took about 1 1/2 years to implement from there
