I just bought the Premium Edition. I was wondering, is this version the same as the full version described on Wikipedia, with 450 cars and 27 tracks, and a full ‘career’ mode ?
And if not, are there any plans to release the full version ?
Apex is not the same as Forza 6. It’s just a smaller version that was released to PC. The premium version of Apex gives you more events, a few more tracks, and I think a few more cars. Nothing else.

FM6 is an AAA title for XB1 only.
FM6:A is a free to play tech demo on Win10 with a DLC.
FM6:A has nothing to do with FM6, and won’t receive any content updates anymore.
If you want a AAA game on Win10 you need to buy FM7.
