Same for me. I reinstalled every add-on, still not working. I am afraid of losing my progress if I reinstall the game (since I am unable to check if my progress is correctly saved to the cloud). I just realised the first expansion is downloadable now. Coincidence? I don’t think so. I hope the guys can fix it soon. Yesterday night I could still play (about 12 hours ago).

This worked for me:
Make sure that “Allow apps to use my location” option is enabled. Follow these steps to enable it.
a. Press the “Windows + W” on the keyboard.
b. Then type “Allow apps to use my location” without quotes in the search box and hit ENTER.
c. Turn on “Allow apps to use my location”.
d. Then turn on “Let apps use my location” option.
Maybe it fixed, I can start the game successfully.
so besically i contacted the microsoft support. Technician connected to my pc and fixed it.
Looks like they fixed the issue for now, it works again. I just played FH3 for an hour, then FH4 started working again.
I have found a solution.
I read through all the old forum posts for a similar issue on previous games with no success.
After around an hour and a half I uninstalled the recent windows update and everything seemed to work fine.
I had uninstalled the game before uninstalling windows.

Resetting the MS Store-app fixed it for me

I had since this morning the 0x803F8001 error while starting the game. Later the afternoon, after checking a few comments on the forum, I thought the error would be resolved but here it is : It seems that windows store can’t see that I already have Forza in my hard drive and wants to download the drifting car pack but keeps failing… So every time I start the game, it stops suddenly after a few seconds (the principal screen shows up then it closes). And so now it seems that I have the 0x803F8005 error…
Please help me 
Now the game works for me… I didn’t do anything, yesterday I didn’t turn on my PC for a whole day due to off site meeting.
So, the issue sorted itself out? Is this server side issue?
Having this issue out of nowhere on windows 10. Tried the location fix, resetting msoft store, contacting support… no dice.
Still happening four days in a row now. Its cool not being able to play the game I paid $80 for!
