Isnt there a Assistant like in Horizon 3 where you can Speak to her and Say what she should do? I Liked that, is there a setting? I did search but didnt find anything i can only use my Controller to do stuff.

Kinect Voice Recognition is not supported in Forza Horizon 4. You use the d-pad for Anna commands instead.
