There’s no penalty for doing so and equally there’s no reward for being clean and fast.
Being clean requires effort and concentration, why bother with that when they can just ram their way to the front and laugh hysterically at the other players through their TV screen.

I basically agree with the sentiment but it’s not quite true; there are xp and skill bonuses for doing that. The problem with the concept is that it’s extremely easy to acquire both of those without any real effort it’s not a benefit that is going to achieve anything.
maybe a mechanism for gaining something real, like accolade-only cars for number of clean driving skills in online racing
not some badge or other, the benefit has to be restricted to those who are trying to drive cleanly and has to be something that can’t otherwise be acquired
number of ultimate clean racing skills, bonus for high position in a race, something like that?
All of these (and in fact, most skill based reward systems in Horizon) can be gamed with Blueprints and Super 7.
The solutions required are far more fundamental and come down to race design, starting position, performance expectations and more.
On a side-note, despite its flaws the Horizon Open ghosting system is pretty good. Would be nice to see that used more across the game.

In your opinion mabye but you don’t speak for everybofy. I for example hate ghosting. It’s one of the main reasons why I don’t play Open.
In GTA:O they’ve a “bad sport server” you can get put on if you don’t behave and are a nuisance to other players. Something in that direction could also be implemented for the Forza series. Than the scum can race and ram each other while the rest can have their peace.
Ghosting is very good because not only it protects you from rammers in the start but also from people who unintentionally roadblock in the corners.
In solo races against drivatars penalty for crashing into walls should be added and people would slowly learn to use brakes.
Ghosting is simply censored. Guess why you don’t have it in proper racing games and sims? It’s a cheap way to somehow address the problem but surely not the cure or solution to the actual problem. Which are people that simply don’t know how to behave and give a censored about what the human(s) on the other side are experiencing. That’s why I’m resorting to actually spend the time to at least report the hard cases I come across.
It’ not a iRacing here. Large number of players who play in Horizon open are more casual which means that they are not going to drive perfectly. Ghosting helps to decrease intentional and accidental incidents that can ruin someone’s else race.

Maybe but the benefits are more than the disadvantages in my opinion. It makes Open more playable for everyone.
yes, front of my mind was ways of implementing a system that can’t be “gamed” so it has to avoid blueprints and so on, has to be online or weekly event . . . haven’t fully thought it through but of course anything numbers-based runs the risk of people “gaming” it, yes
Immersion…i dont know if youve been paying attention to FH lately…in FH4, we had freaking LEGO cars racing with us…and in 5…theres a floating HW playset where we’re supposed to race on orange plastic tracks complete with loopty loops. I can push through 30 seconds of ghosting to make this sloppy racing experience 60% less sloppy.

Forza (both Motorsport and Horizon) doesn’t have said cure.
The only game released in the past 5+ years to have anything resembling a cure is GT Sport, a title that was entirely built around the online experience and the pursuit of high-level, respectful play.
Forza Horizon games by comparison, are designed to produce the opposite behaviour.
That will not be resolved with Forza Horizon 5, nor will Playground put in the time investment needed to create the “dunce lobbies” (and the relevant logic to determine who goes into them).
The ghosting system isn’t perfect (it’s overly aggressive sometimes, while other times it’s not aggressive enough) but for what it’s worth I’ve not had many issues with griefers in Horizon Open as a result of its inclusion.
While Horizon Open (and multiplayer in general) has some severe design issues they’re still suitable enough for me to host weekly race sessions where clean and positive play is encouraged and almost guaranteed.
I hope it’s a fruitful endeavour, but from past experience (I was an official Race Marshal for Forza Motorsport 7) I can tell you you’re playing an ever-lasting game of whack-a-mole.
A developer-led design solution is what’s required, along with a fundamental shift in the encouraged and rewarded behaviour of the playerbase. It’s already too late for such a thing to be considered for Forza Horizon 5 (ideally, it’s set out in pre-production, which was in early 2019), so let’s hope Forza Horizon 6 has taken this into consideration.

Interesting that FM7 has “Race Marshals”. They should introduce that in FH5, too. I’d happily take that position and ban everybody that’s faster than me…ahm, acting against the rules I mean. 
Too late for this game and kind of a moot point, but I like the future idea mentioned by others of a bronze, silver and gold driver system. This could offer prestige, reward and incentive to improve.

Simply because of the E FOR EVERYONE meaning lots of kids. Honestly, the more I play this amazing game the more frustrated I get.
Sadly, we’ve entered an era of Forza where players have forgotten how their brakes work.
I’m actually somewhat interested in the idea of penalties in Forza. Nothing too serious, but a bit like F1 where you’d get 5 seconds for causing a collision. Some people will hate the idea, and it wouldn’t be perfect, but it might encourage clean driving if your race is ruined when you send another car into the stratosphere.

I’d rather wait a bit longer if I’d have to deal with less of such ilk in exchange.
You can only anticipate them if you know who is resorting to such methods. Which is a little different during the first part of the race or until they’ve revealed themself through out. It’s not a problem of “git gut” at least in my case.
