I really thinks though I make Itasha liverys just for interests and my livery’s skills not as good as masters, but if it just have one even zero downloads I thinks anyone who make liverys with heart might feel upset. 
If a livery gets zero downloads it usually means it did not get placed in the new designs matrix and nobody ever saw it.
