1: If I buy Forza 7 ultimate on pc can I play with my friend on xbox one?
2: Can I connect xbox one controller to pc with any microusb cable or do I need microsoft special one?

yes u can play with your friend on xbox one 
and yes u can play with xbox one controller on PC , either Bluetooth or wire
