Say that you didn’t get the ultimate edition, or you’re just a tier 2 on Forza rewards and didn’t get that car you really wanted. Can you buy it from the auction house if someone else is selling it?
Only if they bought the car themselves. DLC cars or Tier Rewards won’t be able to be sold, only removed from ‘My Cars’.
So as I am Tier 4 I get the Audi R8 2016, and because I’m a VIP on FM6 I’ll get the Koenigsegg One:1 for FH3. These 2 cars won’t be able to be sold on, but if I bought the One:1 from the Autoshow I could then sell if! 
So best bet is to buy it yourself unless you go on eBay and someone is selling a Pre Order car for cheap.
You can still buy the cars. The only deals that we get like for example the 488GTB is that we get it from launch for free, maybe slightly modded. But every car etc we get is available to buy in the game. As far as I know.
You cannot buy cars you don’t own the DLC for. Otherwise how they would sell DLC?

You can’t buy dlc unless you also own the dlc. As far as tier rewards, those cars are available to everyone anyway, you just get them for free instead of buying them with in game money.
If that were actually the case, the ultimate edition, car passes, vip cars and gifts would be useless. Outraged wouldn’t even begin to cover that lol
You won’t be able to sell reward cars or the free DLC cars (if those return), but any car bought will be able to be sold, even cars you bought on the Auction House. DLC cars can only be bought if you own the DLC, and can only be put on the Auction House if they are bought AFTER the free car.
Loyalty cars yes, because those are cars anyone has access to in the base game, DLC cars including VIP or the Motorsport All-Stars pack, no.
Loyalty cars are added to your garage at no in game credit cost if your forza tier level rewards them, but they are not exclusive to Forza Rewards. You can buy them for in game credits from the Auto Show or Auction House.
