I doubt it’s broken. Truth is, you rarely get enough votes.

It’s not broken … that’s just how it works.
… and even if it did work to your expectations, trust me, it isn’t gong to be much better.
They had this vote to kick thing in Forza 4. It would pop up for all the people in the lobby to see and they will vote whether or not to kick the person it popped up for. Sounds good, right? Problem with this was that all a rammer had to do was make sure he was the first to start the poll after every race. This will insure that he will stay in the lobby as there was only 1 voting per post race ( if I remember correctly) and they would to this repeatedly, race after race, and even get the cleaner racers kicked.
walls, grass, and sand pits work much better than the vote to kick system. In my forza motorsport experience thus far I found it better to remove problem drivers from my immediate area rather than wait till we get back to the lobby and click on “vote to kick”
