Unplayable stutter and black flickering of environment

While playing the Forza Horizon 4 there’s terrible stutter at different points of the game.

I’m running on an Asus Strix 2 GL504GM laptop

Configuration is as follows:
Intel Core i7-8750H
16GB RAM
Nvidia Geforce GTX 1060
Forza is installed on the nvme drive

Let me know if any more information is required.

I’ve attached a video along to show the issue. I’m running the game at high graphics with 72 fps.

Some findings of mine:

I’ve got a 144hz panel so the FPS options that come up are 48/72/144. I’ve not tried 144. Even at 48 fps the same issue persists. I even tried switching the screen to 60Hz mode. In this state the situation does get better but the only time the game is playable is at 30fps. I don’t think this is right considering the configuration I have. I know it won’t do a 144 hz but I would expect somewhere in the vicinity of 60fps. Also, this would mean switching the screen fps everytime I want to play the game.

Additionally, the black flickering during the stutter wasn’t there initially when I had installed the game. It used to stutter but visuals would remain unaffected. This creeped in a little later.
