I think theres a bowling showcase event somewhere that rewards you with it.
The newest Zl1 has safety car lights too.
Bizarrely, the safety car lights actually remove the side skirts (and the paintable area therein) from the cars you put them on. The 4C and M4 look especially silly like this.
Even more weirdly, the lights actually add side skirts to the ZL1 
Don’t think I saw this said but I found that the '12 Porsche Cayenne Turbo has the safety car lights.
It’s not a “bodykit” like the wide-body, it’s in the normal visual modifications area under the “side skirts” category, for whatever reason.
