Is anybody else having trouble with the trading paint skill? Any suggestions? I am trying the weekly challenge bump and run - earn10 trading paint skills and I am having difficulties with this skill.
Go offline mode.
More traffic there.
Touch any car in high speed. Remember, just a slight touch, don’t ram and kill them.

This is all i needed to hear! On a side note i hope they increase the traffic in the online mode, it doesn’t need to be as desolate as it is.
The motorway is the best place to get them, just overtake a car and slightly tap them on the way past.

This is a Horizion 3 video but the same skill, if your having problems finding other cars just use the same one, just stop and wait to it passes and repeat until you get 10.

You don’t have to do it in high speed. For example, ~80km/h is enough: video link.

I’m online at moment done a full lap of the map and not seen one car 
Go to the Horizon Life tab of the pause menu and find the Horizon Solo tile, which will populate your map with Drivatars. You’ll find more of them around the Horizon festival and town areas.
If you’re in Solo and still not seeing traffic, try closing the game and reopening it, and doing a cold reboot of your equipment (and some account transaction like buying/installing a car upgrade etc to trigger a sync with the servers).
