Is there a way of seeing your best (lap) times for each track, and filtering it against people on your friends list and car club?
Yes. If you go to the Rivals menu, select a track and for each class you can press Y to see the leaderboard. If you then press X you can filter by your position, friends, club etc.

I was trying to look for a website that shows this information, and i totally overlooked searching in game !!
