So this week, we have to take a photo of our car with something miles away from paved roads, and a drivatar which never leaves paved roads (at least on my game). Who’s the idiot behind this idea? It can’t be done.

Not quite, but it was easiest when the new season started. I did an FL which took me over to that part of the map, wandered up the hill looking for the mast and found a couple of players up there.
I’ve been back a few times in case anyone wants a picture, an opportunity of which at least one player availed themselves.
But I agree. Unless you know someone else who plays the game, you’ll just have to hope that some nice person might join you.
Or, there’s at least one race which passes the house with the mast in the background. Can’t remember what it is, but it might just work. In fact, isn’t it part of one of this week’s seasonal championships? I hadn’t thought of that. [All right, that’s enough thinking out loud. –ed.]

I normally only play offline but joined a session for this and got lucky as someone turned up within 10 seconds of me arriving at the mast - took me three attempts to realise that I had to get the whole mast in the shot though, LoL 
Anyway, I made myself a Blueprint so that I don’t have to join another session in case this comes up again - FriendsInHighPlaces Horizon Promo 178 257 396

For those that are having problems with this, there is a starting point to a race right near there. It takes you right past the tower. You have a full field of drivatars to capture in your pic. And it’s right at the beginning so you can exit out after the pic if you don’t want to run the race,
I made a Heavy Hitters blueprint just for fun, I wanted a bunch of heavy cars running around the top of the mountain. Mine was a MB 6x6 lol.
The blueprint is called Mountaintop Photo Op if you like slogging heavy vehicles over mountain terrain. I don’t recommend the 6x6 though, it’s fast…but it steers like a cow.

I did this no problem in horizon solo, just drove up there and a drivatar soon followed. You don’t need to be very near the tower, only to have it in the background.

There is a cross country race that starts right on the road nearest the mast, as drivartars count, this works 100% (this is how I solved it).
I did try just going there like other suggested, I figure this should work, but not for me, maybe a time issue, or the people that would go, have already been for the most part.
I do agree however that this is a bad choice for the photo op., location and tagline (plus watching the stream) tell me it is the devs intent that you meet with ‘friends’ not the A.I., considering the amount of player v player interaction that happens in the wild (my experience, near zero), I feel they very much misread how easy this would be to do (more so for newer places who may not have yet gained the event that runs by the mast).

I sometimes have tte issue were I oniw I have took the picture but if I ho back maybe in a day or even after season change it says expired even tho I know I have took it anyone else having this problem it started in last two series when they started this new picture thing
Didn’t have to wait long before somebody saw me up there and was looking to take a pic as well. Not that hard really.
