Why ?
Tesla has a “No Advertising,” policy. This promotes a special interest, it also does not help that there is a rivalry between Musk and Gates, so if you notice, Tesla’s are not really in any game.

Because Elon has never spent one dime on advertisements so in his eyes letting a game use his brand is a form of advertisement.

But Tesla is in Gran Turismo 7 recently. Did Elon allow GT7 but not other racing games?
It is possible – they have admitted that they anticipate sales to kind of tank as those who wanted a Tesla have already bought theirs and that advertising may be something they dabble in.
This was announced within the last few weeks, but he still rivals with Bill Gates, so it is entirely possible it never is licensed for Microsoft.
I also feel like I recall seeing other Tesla cars (especially the Roadster) in other GT series games, I don’t use the EV’s in games, so don’t quote me on that lol
Tesla barely does Marketing
They see adding cars to games as Marketing.
Talk to Elon if you want that to change.

At a guess, with this no marketing thing seemingly disproven (as far as video games are concerned), still no Tesla in Forza is likely a Bill Gates versus Elon Musk thing.

There’s a model missing to this and that’s the Model S Plaid Track Package
If Gran Turismo can, so can FORZA, Tesla needs a comeback in FH5 with the Plaid.

to anyone asking for the plaid, remember that you can always upgrade a car to the specs of the plaid but you cannot downgrade a plaid to base model specs. This goes for all cars such as AMGs, BMW Ms, Honda type Rs, etc.

But it’s official top speed of 200 mph, 5 mph slower then Sapphire and 10 mph faster then Taycan GT, in gas also 10 mph faster then Audis, bmws and Mercedes, same speed as CT5,CT6 and XE SV, 2 mph slower then Panamera and 3 mph slower then charger.
Not unless there’s major changes at management
