I have searched the map when it rains dozens and dozens of times and there is nothing but grey alien faces. I randomly go to the ‘grey’ plants when it rains just to see if there is a plant, but no.
Is the 25th plant linked to becoming speed champion or some other target?

I had something similar , my solution was to get a map showing all of the locations … find where I was missing and go there when it started raining
I had the same issue. I opened up an image of a map/ guide and found the one I didn’t have. Ironically, it was directly south of the Lego home, seconds away.
use the map on kudosprime.com to find the location of the last piece. if you create a free account the map becomes interactive so you can click off the pieces you have as you verify them.
It has to be raining for the plants to show up.
