This has been an issue particularly with photo mode only for a while. It comes and goes as the updates release. The rings I speak of are directly underneath the camera. It really ruins photos.
With the latest update to the game (80’s Retrowave) the rings now appear while driving/racing as well. It is no longer limited to photo mode. The appearance of them depends on where the light is coming from in relation to the position of the camera.

There is nothing I can do to counteract the appearance of the rings. I have changed all manner of graphic settings over the last year, with different GPU driver versions. I recently upgraded my PC and now have an entirely new system along with a fresh Windows and Forza install.
At this point, I don’t know what to do other than file a bug report and hope it gets fixed. Note that when watching the video, you need to look towards the bottom to see the rings. They range from faint to prominent depending on the scene.
