In free play and even maybe private multiplayer you should be able to restrict the upgrades for spec events like indycar, nascar, mx5, etc. This would allow for all cars to have the same upgrades, as the AI usually pick random upgrades that meet the current restrictions. In indycar, the AI have a mix of oval and road spec wings, which is really annoying and this would fix that.
