The Evo VI is part of the Mitsubishi Motors Car Pack, which is currently unavailable to any user who got the game from the recent delisting of DLCs (June 25th) onwards.

There will be 1 more series after the one that just started. Series 77 should match Series 68. Doesn’t look there are any Mitsubishi requirements in that series (though one is a reward in the winter).

It’s a little bit tone deaf, considering that there are known issues with accessing DLC cars that you own now as well.
The internal justification for using this car would have been “As it’s free DLC, it’s basically stock game content”, but once you remove access to DLC, and introduce problems for DLC owners when it comes to accessing their own DLC, it ceases to be stock content. The achievement is more or less in the pay to win category now.
