Another issue is that it only references save data from FH4 and FH5. It should also reference data from previous FM and FH games. That would be a concrete way to reward the users who supported Xbox.
I think it will go as far back as FH1 and FM5 like it did with FH5’s loyalty rewards, it only counts the games which you’ve played - in this case the source, neil3646 on GTPlanet, must have only played FH4 and FH5.

That still speaks to Licensing though, because they usually do that via the playlist for any brands that have those issues (see: Stellantis).

Not really as they clearly have the McLaren license as there are several cars on the list. Yes, I know cars are licensed individually, but I doubt the Senna is a victim of license issues.

If the Senna Institute is the licensing roadblock, which it more than like is, I just wish Microsoft would cough up the dough and pay for it. It’s not like Microsoft is a major trillion dollar worldwide conglomerate, and Horizon is its only killer app game IP with positive public reception left standing. Oh, wait.

Those articles listed in your source are from 2017, the Senna was featured on FH4 in 2018 and there have been several appearances in other games as well as diecast and such since then.
Unless the Senna foundation suddenly decided to no longer license the car, it’s only speculation that it was unable to be licensed.
It’d be a surprise to me if the Senna Foundation lost the rights to the name “Senna” between 2017 and now and i’d be equally surprised if they willingly relinquished their involvement with the car, mind you, one of the most well known McLaren’s of all time (alongside cars like the racecars Ayrton Senna’s raced in (ex. MP 4/4)).
As outlined above, the Forza team usually doesn’t cut a cover car from the game, i can only think of a few circumstances for that happening (Acura NSX, AM Vantage, Audi R8 pre-facelift, Lamborghini Huracà n LP 610-4, all cut in either FM and/or FH6 at launch)
Had a look through the IGCD and there’s a second, much less likely but possible, avenue: Epic Games. Because they’re the last ones to have a new license for the Senna, so maybe they bought an exclusive license (because we all know how much Tim Sweeney loves his exclusivity), but that was already in the game since October 2024, so it’d be weird to have a 2yr exclusive license for the car, especially when it’s already an older car like the Senna, which makes this very unlikely for me and i think the Senna Foundation (over the Senna name) is still the central snag for the car appearing in the game.
