Turn 10 is an American Company and it is highly unlikely the official forum will switch over to Chinese as the language of choice.
There are unofficial versions of the forum created by others in a language of their choice, most prominently - the french version located at forzamotorsport.fr.
Either you can set something up along the lines of a Chinese language based forum and then have it port news articles over as they are released. Somewhere along the way you’d need to find a program or entity to translate them. If that isn’t something you’d like then this looks like a perfect opportunity to learn a new language.
