I cannot pre order the game or play the demo

On xbox.

I got the demo under another profile and the system will not let me play the demo or preorder the game because I never purchased the demo?

Set the console to the other accounts home console, or, with account that won’t play demo, select ‘get’ from the fh4 demo store page. It’ll go through the motions of download, but will realize the game is already there and simply change to ‘play’ in store’.

I deleted the demo and still will not let me pre order

The account you are trying to use on Xbox to purchase, does it happen to have any restriction?

Does it get to store, but nothing happens when you select pre-order, or is there no pre order option? Or is it perhaps there’s no payment method option? Could you explain what’s happening exactly, and messages appearing etc.

Alright so Check your Settings!
Go to you Settings, Time and Language, Region and language and make sure you have your Country on the “Country and Religion” needs be the right country or it will not work!

I had the same problem also make sure you go to buy in ur own currency country!

Since it looks like a Store issue you should get on a chat with Xbox or Microsoft support.
