No.
Are there any events like that, though? The Trial is the only one that comes to mind, and you can unlock that with a few hours of play.
I arrive at the drag strip that is near the top of the map.
It seems I cannot run that as I have been told that I may not have enough points or some other missing component that I have not collected yet.
Thats weird. Either the event is available for you (it appears on the map, otherwise you wont see it, as you progress and you keep doing pr stunts and races you will unlock the consecuent ones) or it isnt.
But there are no requirements whatsoever. Specially for drag strips that you can even use ANY car you want lol.
A quick tip - complete V10 story for Koenigsegg Jesko, then use it to complete all PR stunts. You’ll be unlocking more or less everything with just doing that.
