Check the dance by clicking on it in the character customization screen. It’ll tell you how you can acquire it.

It’s a Forza Loyalty Reward …. so we might never get it
The Pop ‘n’ Lock was one of the first Emotes I earned. Not sure how I earned it, though.
It’s one of 49 Emotes that I have for Character Customization.

Did you do as suggested and click on the emote to confirm the criteria for unlocking it?
If it is the case that it is based on your Forza reward tier, then you do not need the Forza app, you are enrolled in it automatically and can view your progress on this website. You earn points by playing Forza games. However, the in-game rewards in FH4 which were tied to your Forza tier were awarded the first time you play FH4, based on your tier at the time. So you cannot acquire them later, even if your Forza tier goes up subsequently.
It’s based on your current tier when you first start the game. The hub app has nothing to do with it.

i found the forza hub in the pauze menu…
Emote is for sale in Forzathon shop this week, for 75 points. 
You see they do read the forums!
