So this is the test driver series, it’s the third event of 3 and you’re supposed to get a minimum of eight near misses driving the Koenigsegg Jesco. The problem I’m having is there are no cars on the road at all. Is this due to the fact that their servers are garbage and I’m constantly getting disconnected and therefore there’s no driveatars or even regular traffic?

Yep, I’m seeing the same thing as well. Was super confused about how to complete the event until I found a YouTube video of it that actually did have traffic on the road. So strange.
Same issue. Fixed it by switching to quality mode and restarting the game. Not sure if it was just the fact I restarted or switching to quality mode.
Make sure you play horizon solo for that.
Driving in oncoming traffic and Solo mode has always been better for Near Misses. Also, you have tonnes of time so no need to go flat out, Oncoming also makes that easier as the relative speed difference is higher but your car is easier to handle (since you’re going slower)
I found that if you rewind too many times, but traffic disappeared. Needed to restart the event completely and they all came back. I also ended up just driving at 130mph instead of 240 like the Jesko can do. Ended up with 48 or so near misses and still plenty of time to spare.
Same issue for me. 
I restarted the game and traffic came back. I made 3 passes up and down the highway at full speed.
Couldn’t believe the leader board that some one had over 100 near misses tho…
