Graphics - Settings popup message about required restart shows unnecessarily (1568770)

Bug

Graphics - The popup that some settings may require a restart of the race should only happen when certain settings are changed, but it currently shows when any video-related setting is changed. (WinStore, Steam) (1568770)

We are closing out this issue. The developers have noted this issue as Fixed as of Update 8 on 05.13.24
