Deberti Wrangler Unlimited has always been 2013. In FH4 it was 2013 and in FH5 it was originally 2013, too, but after some update the year changed to 2018

The year of manufacture that you can attribute to the car can be absolutely anything, perhaps in a couple of series you will make the 2029 Deberti Wrangler Ultimate. In general, do whatever you want. Because the community is separate, and the developers are separate, and often it is the latter who do what they want.
