Just loaded up Forza 6 and seen a massage saying my gamertag has been banned from the feature when I look for paint work, with no explanation of why.
Why is this?
Why? Again content in an inappropriate item posted in the game, a violation of the Xbox Live Code of Conduct, i.e.:

What is considered content in Xbox Live?
Content is anything you create, share, use, or promote that another person could see or hear or otherwise experience, like Gamertags, profile information, in-game content, and videos.
What are examples of content that is prohibited in Xbox Live?
(Note: the examples below are just a few examples of Content prohibited by the Microsoft Code of Conduct. Just because something isn’t on this list doesn’t mean it’s OK.)
Content involving illegality. For example:
Gambling, piracy, child pornography, obscenity, or criminal activity

Anything involving sensitive events, current or historical"
Neither individual bans nor the enforcement of the regulations by Turn 10 employees are discussed on these forums. You may send an email to Turn 10 at forzafb@microsoft.com, however, other than an automated response showing they’ve received the message, an answer probably will not be processed for a while.
Since the current ban is for the same exact item you ultimately received a third and permanent ban for creating and attempting to post in Horizon 2 (Xbox One) back in February, 2016, you perhaps should know by now that is not allowed. Mothers and Fathers don’t like the idea you may have their daughter in that van livery you’re attempting to display.
