Auction House and car colours

How does my son access the auction house on forzo horizon 3, it is not highlighted for him to select, is this to do with parental settings, what do I need to change?

Also to change a cars colour it says to go to parental controls, what do I need to change?

You have to have a xbox live account and depending on the settings you may need to change them.; It is a online service so you have to be connected for you to have access.
