People who’ve been following the beta of The Crew will know that game actually has real-world tracks such as Laguna Seca and Pikes Peak as part of the US environment they’ve created, which is beyond epic. But those tracks aren’t particularly accurate and appear more as a thumbs up to the track-racing community than anything you’d seriously race on.
In that respect, while it’s entirely possible for Horizon 2 to have real-world tracks, I doubt they want to. In the first game they tried to avoid overlap in the series by cutting racecars. It’s safe to say they’ll cut racetracks for the same reason.

While I doubt there’ll be any real-world tracks there’s no doubt that there’ll be areas that everyone knows and recognizes.
There’ll be some favorite drag stretches, some favorite drift areas, etc. Although it would be fantastic if there were some kind of track/stadium we could drive into.

They said they’ve built arenas for multiplayer modes like King and Infected, something like an industrial area with crates, containers etc., a ruined abbey and I can’t remember if they mentioned other places.
So, who knows, maybe they’ve also thought about specific, track-like areas and zones for racers, which would be pretty cool.

This would be possible. People always line up at the longest straight to drag race. Happens in the Mulsanne straight motorsport and the Rocky mountain long bridge in Horizon 1.
I´d love to race the Nordschleife also in Horizon 2.
C´mon its still europe and the track is ready.
I would also take the compromise of not having day / night and rain
on it.
Racing on tracks just adds so much more to longtime-motivation
than just racing open world.
I realized this on xbox 360.
I played Horizon very much but Forza 4 was rotating
until Forza 5 came out.
That is a bit far from the game’s Mediterranean settings.
I watched The perfect road trip again, and they do visit race tracks. With the game’s bigger environment in this new version there will definitely be room for one or two, wether they will be real or fictional is another thing.
