Hello.

I would like to cancel my Pre-Order due to negative feedback from early-access users. Namely peformance issues on PC & missing features such as no drivatars in private lobbies and split-screen.
Where can I step in contact with Microsoft or Turn 10 for a refund?

You would need to contact the retailer from whom you pre-ordered the item.

I was able to contact MS Store support and take it from there.
