Weather not sticking

I’ve finished all of the King of the Mountain races in the Blizzard Mountain expansion and am now working on the championships. I’ve been making my own blueprints for each (so I can use the Project 7 HE car) and have always been setting the weather to Clear and Fixed for each race, and at least three times now I’ve had a blizzard kick up in the middle of a race. Has anyone else had this issue or have an idea of what’s causing it?

if that race has a blizzard warning you will still get blizzards even if you set it to clear

Is it random then? Because there’s one track (Mountain Peak Scramble) that I’ve run in a couple championships that I’ve gotten a blizzard in two of the shorter races (5 laps) but didn’t get one in a 10 lap race I ran.
