VIP Hoppers, Come and Go?

Are the VIP Hoppers only up at certain times? Or is there something wrong with my system? I currently do not the VIP Hopper in MP.

I wasn’t aware that VIP hoppers exist in MP. I thought the only VIP section was for rivals events.
