James Bond isn’t a Universal property. It’s owned by MGM/Amazon.
The FH5 Universal pack didn’t seem to me to have the same value as FH4’s Bond pack, which had the gadgets from the films and some obscure cars. Paint jobs and three versions of the same car in the Universal pack feels like every effort was spared to churn out a quick tie-in.
