Can confirm, this issue still hasn’t been fixed to this day.
It happened the same to me. I had this option turned off as enabling the opponents liveries resulted in a memory leak somewhere and my performance was cut in half after some races.
But yesterday I was racing on the career mode and suddenly the opponents had their liveries again, and obviously it was not me that I turned on this option intentionally.
Yeah I’ve noticed sometimes it’s switched back on even tho I switched it off, doesn’t surprise me cause it Microsoft, like if you turn off windows updates in services, stop, disable and apply, windows just goes right ahead and starts it whenever it feels like it, then if you go deeper into the system to stop the scheduler from restarting it you get greeted by you do not have permission even as the admin
Good old reg edit fixes that tho and now it’s off and I can choose when I update!, getting that stupid error that Microsoft has been so lazy to fix just irritates me… now if only Turn10 would fix the liveries so off means OFF!
This bug is still present on PC.

it seems we can’t disable this option even if we restart the game.
(this option causes suttering in race for me)
I try to disable the option on the menu , I save , If I try to launch a race on the new track Sebring , the option auto enable (I see the creation of drivatar appears during race)
Very disapointed.
Bug Info: Entering free play will cause the Drivatar Designs setting to default to On, and the drivatars will change into random designs mid-race. The setting will persist as On after exiting free play.

Note: this is a known bug.
Here’s a troubleshooting solution until the bug gets fixed: turn off “drivatar designs”, then use ‘advanced freeplay’.
I would love for this to get fixed.
