No - All DLC for FH1 has been end of lifed and won’t be made available again.
I am a bit heartbroken on this as well. I really wanted the Rally Car expansion. Game was released in 2012, and EOL happened last year. Seems like a short life span for licensing.

Look at the other forum on here. You can still buy rally from gamespot. Just have to put in a fake USA address.
I did this at the start of the year and worked a treat.
