Yes, the Rally expansion is included with the Season Pass. TBH, I didn’t know that until today, thought it was separate, so glad to find out it is included with the SP. Now to wait for the SP to go on sale, can’t afford the $50 right now. (Was excited to recently download Horizon for only $10 via recent sale.)
SP holders also receive an additional car with the Rally expansion, as noted in the Rally pack description:
However, the LE and Pre-Order cars look like they are in a separate DLC:

I’m going to try to check on the Forza DLC every few days, hoping to catch a sale.
The VIP cars and the LE cars are different - so while the VIP pack and cars can be purchased the LE cars only came with a code in the LE version of the game (they are just special paints on existing models anyway - although they do have their own medals).
Thanks for the link Manteo, very informative. Was trying to poke around the forum last nite, but laptop is too dang slooow, makes it hard to browse & search.
It’s been delisted since October 20th last year, meaning it’s reached end of life, probably due to licensing issues relating to either car or music licensing, so they’re not allowed to sell the game and it’s DLC any longer unless they renew the rights, which they don’t seem to be willing to do.
For those stymied in recent months trying to obtain content they should have been able to download via their Season Pass, try doing so again—as of mid-February 2017, the in-game Marketplace is again reachable!
For those that had purchased the Season Pass while it was still available, DLC that would have been automatically available to Season Pass owners (including the Rally Expansion), should again be obtainable.
