why in the xbox app on pc it costs alot more then on the xbox website ?
its 59.99$ on the website but its 300ils - 78$ on the xbox app on win 10 store ? thats way too much for the regular version of the game . the ultimate is 500ils - 130$ thats crazy :s
is this a bug or somthing ?

If you sign into your account on the Xbox website it will give you the price in your local currency, which should match the values you are seeing in the Xbox app. Localization of currency sucks for most people outside of the US and maybe GB.
i signed in on the xbox website and it showing 59$ for the standard , but on the app in win 10 store its showing 78$.
i dont know where to buy now , microsoft should fix this issue.
also i dont have an xbox so if i preorder the game from the website , where do i download it when it released?
Are you on the US version of the site or on the Israel version of the site? You can check the language/location at the bottom of the page or in the URL (en-US is USA, he-IL is what you should see from Isreal).
You should only be able to preorder from your local version of the store. If you try to order from the US store you will need a US-based billing address and they may check your payment method as well. There are places on the internet that discuss options for buying a game on the Xbox store from a different country, but I am unsure of the legality of doing so.
If you buy a digital Xbox One copy (whether it is through Microsoft/Xbox or a key from a participating retailer) you will download your game from the Windows Store on Windows 10.
ok i see that the price changed now to 78$ for Standard Edition , dont think iam going to buy it at this price tbh ,its really unfair to pay the price of the delux for standard version. maybe if its going to drop to 60$ i will.

No, we get ripped off in the UK too.
Also it’s not just localisation, different countries have vastly different tax laws which causes some of the markup, but it nowhere near accounts for all of it.
I just take it as a compliment to our vastly better economy. 
We get charged more because we can pay for more.
