All were bought and downloaded through the game interface. I have not changed consoles, Gamertags or anything else that might cause issues. I installed the Collectors Edition straight out of the box, booted the game, played far enough to access the marketplace, bought all DLC and downloaded each pack. Only a couple of the car packs show as “purchased”.
Anyone with this issue get it solved? Information is hard to find.
